CID Update
Written by Rob Gordon
Monday, 15 March 2010
So far this year there have been a massive 716 fewer burglary, robbery and vehicle crime offences than the same period last year. This has been achieved by all officers and staff, not just those in CID. We have been targeting the right people, working together and deploying our resources in the right place at the right time.

- We carried out a dedicated operation to arrest two men for two burglaries. One of them was already out of prison on licence after serving a sentence for burglary. They broke into a house in Longstanton using garden tools from the shed. They also attempted to break into a house in Boxworth, again using tools from the garden shed and were disturbed by the owner. They may want to admit more burglaries to 'clean their slate'. Since their arrests burglaries have declined in both South and East Cambs and the city.

- A man was arrested for car theft from Burwell. He is currently on police bail.

- Two youths have been arrested in connection with a series of almost 40 vehicle crime offences across South and East Cambs and the city. It is a very complicated and time-consuming investigation to piece together using our analysts' skills but we are getting there.

- An East Cambs youth was charged with aggravated vehicle taking and has since been linked to another crime.

- A man was arrested after stealing cash after burgling a flat in Soham.

- We charged a man with handling stolen goods and who typically burgles homes within a mile of his own house in the city. An officer stopped him in the street, searched him and found property on him which he couldn't account for so he was arrested. We then searched his home and found more property. He's admitted another 14 burglaries to officers and has expressed remorse over his actions. He would walk around streets during either the day or evening looking for somewhere to break into. He would continually knock hard on doors for up to five minutes to ensure nobody was home. When he got no reply he would go to the rear of the house, either force entry or gain access via an unlocked door or window. In the evening he would identify houses in darkness. If the property either side was in darkness too (so no chance of getting caught by neighbours) he would go round the back and gain entry as before. He also used garden tools but would return them to the shed after the crime. So when we say to people to make sure they have lights on timers in their homes at night and to secure garden sheds, there is a reason why.

- A man and two youths were arrested following a burglary in Cherry Hinton where they rang the doorbell and knocked at the door of a home first. The homeowner ignored it and then heard a loud bang and hid. The bedrooms were ransacked and the offenders soon ran off when they realised someone was at home. Our helicopter was up and quickly spotted them. We've had some good forensic results come back on this and two of them pleaded guilty. One has denied it so we are awaiting a trial. Funnily enough they were all wanted by other forces too.

- Two shiny cobbles (stones) and a sat nav were found on a man arrested for car thefts. He'd been out overnight smashing vehicle windows and stealing what was inside, usually from the glove box. He is a heroin user and has admitted further offences.

- There was a man we spoke about in last month's e-cops. He's now been sentenced to two and a half years at Cambridge Crown for dwelling burglary, theft from vehicles and shed burglary. He also asked for further offences to be taken into consideration by the judge.

- Another man was given a two year custodial sentence suspended for 12 months for burglary after admitting a further seven offences. He has said he wants to get his life back on track. Rest assured, if he does commit burglaries again we will be personally onto him. He is now engaging with our prolific and priority offender team in an effort to stop himself re-offending.

- A young man was sentenced to 10 months in youth custody after burgling a house in Waterbeach. The victim was a repeat victim and vulnerable. A camera was installed and captured the youth, much to his surprise.

There will be another update next month. Keep remembering to take sensible crime prevention precautions, given the methods of the offenders described above.

From our PCSO - Burglaries Update

We have had 8 burglaries since the beginning of the year so I really would like to stress the importance of home security. Most recently two have taken place in Graveley, one in Horse and Gate Street in Fen Drayton and another in The Orchard, Fen Drayton and finally one in Papworth. I am upping my patrols to tackle this as are my colleagues however could I please ask you to call in any suspicious people or circumstances that you happen to notice?

Over the weekend a visitor to a local resident called in to our control room. The local resident was an elderly female and a man selling goods in dark clothing and hat knocked on her front door offering to sell her items. The visiting friend then came to the front door and the man walked off. This is a perfect example of suspicious activity to call in and bring to our attention. Upon receiving the call, an officer was dispatched. We caught up with the man and checked him out we took his details and have submitted intelligence on him. There was no evidence to suggest he was involved in any unlawful activity but this kind of local information is key to tackling local crime.

Police surgeries:

I will be at the car park of The Three Tunns, Fen Drayton in the Mobile Police Station on Friday 12th of February between 10.30am and 11.30am.

I will later that afternoon be in The Studio, Pendrill Court, Papworth Everard between 2.30pm and 4pm.

I will be happy to see you there to discuss any concerns you have or community issues you would like to bring to my attention. I will also be giving out crime prevention advice particularly relevant at the moment.

Following on from recent headlines regarding a comment made in my latest podcast I wanted to take the time to clarify what I actually said and my views on responding to 999 calls.

As you are all more than aware there are a number of ways to contact us. But in an emergency, when there is immediate danger to life or property, always dial ‘999’ and we will respond. Let there be no doubt about that.

Did you know that the force receives between 350 and 600 ‘999’ calls a day? Not all of these calls are genuine emergencies and it is the job of staff in the control room to ensure calls are prioritised and dealt with appropriately.

That said we manage to answer more than 96% of ‘999’ calls within 10 seconds and when there is a genuine emergency, 97% of the time an officer attends within 30 minutes.

Non-emergency and nuisance calls are made to the force every day. Callers making enquiries such as ‘what is today’s date?’, ‘I can’t find Homebase and I’m very distressed’, and ‘I want to speak to the Prime Minister’ are clearly not emergencies and do not require an immediate response from officers.

These calls can delay people with real emergencies from receiving the urgent police attention they need, which is why we also have our 0345 456 456 4 number for all non-emergency calls.

We are always striving to improve the service we provide to our local communities and will continue to do so in this vital area of policing.

Rest assured, if you are involved in a serious incident, that requires an emergency response, we will be there.

Kind regards
Chief Constable Julie Spence
